Yes they make outtake (I have yet to find an intake) fans for PCI slot. They are sometimes called slot fans.. While not the most attractive fans in the world, the PCI slot fan does work (mostly). I tend to keep one slot between the AGP and the slotfan. The cheapo fan I got interferes with my video/tvcard reception.
